As is a requirement by law, CNOOC Uganda Limited undertook an Environment and Social Impact Assessment (ESIA) baseline survey for the planned oil and gas development and production project in the Kingfisher Field Development Area (KFDA). The ESIA was aligned with the IFC Performance Standard 6 (IFC 2019) which prioritises the protection and conservation of biodiversity.

The standard requires that ‘the risks and impacts identification process consider relevant threats to biodiversity and ecosystem services especially focusing on habitat loss, degradation and fragmentation, invasive alien species, overexploitation, hydrological changes, nutrient loading, and pollution’. To achieve this, the standard outlines ideal strategies for management of impacts on biodiversity for both modified and natural habitats including critical habitats. Critical habitats represent areas with the high biodiversity value including habitat of significant importance to Critically Endangered and/or Endangered species (Stefan et al, 2013). The standard recommends avoidance where critical habitats may be affected unless specific criteria (outlined in Guidance Note 17 of the standard) are demonstrated. These include an exhaustive analysis of alternatives; a requirement that the project does not degrade values for which critical habitat status was designated and a robust monitoring program, among others. As such, the ESIA baseline survey sought to determine presence or absence of valued species to assess whether or not the project area of influence constitutes a critical habitat.

According to IFC (2012) performance standard 6 paragraph 16, a ‘Critical habitat’ is an area with high biodiversity value, and has to fall under the following criterion;

  1. Habitat of significant importance to Critically Endangered and/or Endangered species
  2. Habitat of significant importance to endemic and/or restricted-range species
  3. Habitat supporting globally significant concentrations of migratory species and/or congregatory species
  4. Highly threatened and/or unique ecosystems
  5. Areas associated with key evolutionary processes.

The KFDA was found to have areas which qualify to be classified as critical habitats basing on IFC performance standard 6 paragraph 16 criterion (i) and (iv), which triggered an analysis to identify possible triggers of critical habitat within the landscape surrounding the KFDA. The analysis identified three critical species namely; Common chimpanzee, Grey Crowned Crane and Nahan’s Francolin as one of these potential triggers. A critical species is any species that has an extremely high risk of extinction in the near future as categorized by the International Union for Conservation of Nature (IUCN, 2016).

      Kakira Sugar Works is the largest manufacturer of sugar in Uganda, producing an estimated 165,000 metric tons of sugar annually, accounting for about 47% of the national output. It supplies Ugandan consumers with top quality, affordable branded sugar in partnership with out-grower farmers.

      The company provided Environmental and social consultancy services to the developer i.e.: Environmental and Social Action Plan for Kakira Sugar Limited Sugar Mill and Power Co-generation plant bench marked on IFC Performance Standards.
      Main project features included: In setting out to expand the power co-generation plant for which an ESIA was undertaken and subsequently approved by NEMA in November 2012. In July 2013, the GET FiT Investment Committee (IC) approved financing for the KSL bagasse co-generation expansion during the IC meeting. GET FiT has approved tariff support for Kakira to supply additional 20 MW to the national grid. The Project was approved with Conditions Precedent (CPs) regarding completion of an Environmental and Social Action Plan (ESAP).


      East African Crude Oil Pipeline

      East African Crude Oil Pipeline

      This project consists of the construction of a buried 1,443 km oil pipeline between the town of Kabaale in Uganda and the port of Tanga in Tanzania, and a storage terminal and loading jetty in Tanga. The oil pipeline includes six pumping stations, powered by solar plants in Tanzania, and a heat tracing system. The physical characteristics of the oil from Tilenga mean that it needs to be kept at a temperature of 50°C for transportation. The route of the pipeline was designed to avoid areas of environmental interest as much as possible, and generally crosses farming areas.

      Eco & Partner has provided Environmental and Social Consultancy services to the developer (EACOP Uganda Ltd) encompassing the following:

      • Environment and Social Impact Assessment of the EACOP. The various studies carried out during the preparation of the ESIA include:
      • Physical environment: Air quality and climate change; noise and vibration; geology and soils; hydrogeology; surface water; landscape and visual; waste;
      • Ecological and biological environment: Terrestrial vegetation; terrestrial wildlife; aquatic life; and
      • Social-economic environment: Social; archaeology and cultural heritage; health and safety; ecosystem services.
      • Unplanned events, cumulative impacts, and transboundary impacts were also assessed, in addition to providing an Environmental and Social Management Plan. Stakeholder engagement was performed as part of the social impact assessment
      • Critical Habitats assessment of the areas traversed by the EACOP and Tilenga pipeline.
      • Chimpanzee monitoring in two EACOP project areas -Tilenga Feeder Pipeline KP & EACOP KP 1-20
      • ESIA and Project Brief for the EACOP Access Roads
      • Environmental compliance Audit on Geological, Geophysical and Geotechnical Surveys.
      • Project Brief for the Main Camps and Pipe Yard.

          Project Induced In Migration (PIIM) for the Tilenga Project

          Project-induced in-migration (or influx) describes the movement of people into an area in anticipation of, or in response to, employment and other economic opportunities from the development and/or operation of a new project. Although the in-migration may result in improvements in infrastructure, services, and employment in the project area of influence, it can also lead to significant negative environmental, social and health impacts, adversely affecting both the project and the project-affected communities. Such impacts have the potential to fundamentally change the context in which a project operates, leading to significant consequences in terms of the planning, implementation, and outcomes of environmental, social and health programs and management plans, increased operational costs, and increased operational risk, ultimately affecting a project’s “social license to operate”.

          As recognized by the ESIA, the Tilenga project PIIM is expected to have far reaching impacts on individuals, households, communities, public and private institutions, the physical environment and among other aspects. The impacts of PIIM and how they are effectively managed depends to a large extent on the pre-existing situation in the project area and the overall national and international social, economic, political, legal and human rights environment.

              Nyamasoga Waste Treatment and Disposal Facility

              Enviro Serv has been operating since 1979, headquartered in Gauteng, with depots around the country and regional branches in Mozambique and Uganda.

              They deal in cost-effective solutions to complex hazardous and non-hazardous waste and chemical pollution problems, providing peace of mind around legal compliance, safe handling, transportation and treatment.
              Currently in Uganda Enviro Serv handles oil and gas related wastes from the kingfisher development area in Kabaale, Hoima District
              Eco & Partner has provided Environmental and Social Consultancy Services to Enviro Serv (U) Ltd. These services included:
              Development of the Environmental Social Impact Assessment for the Nyamasoga Waste Management Facility. The Environmental and Social Impact Statement was prepared in accordance with the EIA Regulations and the NEMA Guidelines for Environmental Impact Assessment.
              The ESIA focused on the initial phase of construction of the drilling waste management facility with the understanding that any future expansion would be subject to further Environment and Social Impact Assessment.
              Eco & Partner has also carried out mandatory annual Environmental Compliance Auditing and Monitoring for Nyamasoga Waste Treatment and Disposal Facility.
