Waste Management Technical Support

Waste management covers the processes and actions required to manage waste from its inception to its final disposal. Managing waste correctly is important in reducing pollution and providing a healthy and safe environment. Many problems for Businesses and Organizations have arisen due to waste being inappropriately managed.

At Eco & Partner we offer environmental consultancy services to a range of clients including waste producers, waste transporters and waste treatment and disposal facilities, its regulators and investors.

We follow the established waste management hierarchy i.e. waste prevention, minimization, reuse, recycling, energy recovery and final disposal. We have experience in providing practical advice on all waste types, including municipal, household, commercial, industrial, hazardous in various sectors such as Oil and Gas, Agriculture and Manufacturing, etc.

Eco & Partner together with Golder Associates’ undertook a strategic Option Assessment for Hazardous Waste Management in the Lake Albert Basin Development project, to inform a cradle-to-grave solution for the management of hazardous waste in the oil and gas sector in Uganda.

The study aimed at establishing the current capacity for handling hazardous waste in Uganda, project the amount of waste volumes at the peak of the development phase, identify capacity gaps and make feasible recommendations. This study was an eye opener in waste management investment in the oil and gas sector in Uganda.

Our team of professionals also helped in the improvement of standards, defining best practices, driving legislative change and promoting safe and effective methods of waste management i.e. The National Environment (Waste Management) Regulations, 2020.

We offer the following technical services:

  • Waste inventory and waste stream characterization,

    Strategic Environmental Assessment (SEA)

    Strategic Environmental Assessment (SEA)

Strategic Environmental Assessment should be integrated into the policy, plan or programme preparation process from its early stages and the Government must have a high degree of ownership. Public participation is also essential for a successful SEA.

Compared with the Environmental Impact and Social Impact Assessment (ESIA), SEA provides recommendations at a strategic level and allows a better control over interactions or cumulative effects.
In Uganda, the National Development Plan III (2020/21 – 2024/25) provides the national development planning framework that forms the basis for the development of sector-wide strategies and plans. Sector wide strategies and plans should ideally be informed by SEA; however, until the National Environment Act, 2019, SEA in Uganda was largely voluntary and limited to the requirements of development partners.
Eco & Partner assess the government’s policy/program, identifying the stakeholders that are critical to engage, while building trust through proactive sustained and meaningful communication and engagement that both informs stakeholders and seeks to involve them in the process.
We work to assist Government bodies and Agencies to understand and mitigate risks by maximizing stakeholders’ involvement in the process and optimizing their input by developing robust strategies to involve and inform them early and often carry that effort through to completion.

We offer technical assistance for the following services:
Strategic initiatives and coalition management, include policy making engagement.
    Strategic communications counsel
    Tactical Planning and Implementation
    Stakeholder identification, outreach and involvement
    Research (non-technical risk assessment)

    Remediation and Restoration

Mitigating environmental and social issues in contaminated sites is a requirement after accidental spills or after project implementation during the restoration phase. Our experienced technical staff provide important cleanup and assessment services to help remove pollutant sources and create sites suitable for development.

Site-remediation is the process of removing polluted or contaminated soil, sediment, surface water, or groundwater, to reduce the impact/ risk on people or the environment.

Whether it involves long-term monitoring, active remediation or working towards closure, the cleanup and management of contaminated sites is complex and costly. Even organizations with well-established remediation management systems and processes frequently experience increased costs due to unanticipated issues. This can be challenging for a number of reasons including changing or unclear regulations, technically complex chemicals and dynamic ground water conditions.

To safeguard compliance and asset value, we enable organizations take a proactive approach to contaminated sites that enable them to safely eliminate, reduce or transfer associated liabilities while also communicating progress with relevant stakeholders.

Our approach is to consider site-specific conditions, legal requirements, stakeholder concerns, local and international best practices and the best possible outcome for each site.

Our comprehensive site restoration and reuse solutions maximize in-situ technologies and integrate key remedial design elements with future site redevelopment plans. To ensure environmental conservation, we use scientific, proven and defensible methods to guide our strategies for risk reduction.

By working with us, organizations can assess and address potential liabilities, satisfy regulatory obligations, optimize capital an operating expenditure to protect their bottom line.

Lender Compliance Due Diligence and Gap Analysis Technical Assistance

Lender Compliance Due Diligence and Gap Analysis Technical Assistance

Financing from International Finance Institutions are subject to strict environmental and social performance criteria being met and maintained by a project. Most private lending banks are also incorporating and adopting similar standards to those of other big international institutions.

Project financing can saddle the financier with unexpected EHS and sustainability liabilities and also miss out on significant operational improvement opportunities, without proper due diligence. Unplanned cleanup costs, regulatory penalties, or capital improvements can dramatically undermine the value of a business transaction.

Due diligence is an extremely important process and exercise in financial transactions as it allows both the financier to make an informed decision as to whether it should finance/ participate in the project, with greater transparency, investors, lenders, and buyers can have confidence in the valuation model and their level of exposure.

Sellers, meanwhile, can benefit from a more competitive and accelerated sale process that maximizes their return and protects their interests by building EHS and sustainability into the terms of the transaction.

A thorough due diligence review of the borrower ensures that the financial transaction does not involve legal risks that the financier is unaware of that could endanger his financial position.

At Eco & Partner Consult Limited, our thorough audit and due diligence processes provide financiers with confidence and ensures that risks involved in a financial transaction are understood and that EHS requirements are met.

We offer the following technical services:

    • Evaluation of compliance with environmental, biodiversity and social elements of performance requirements,
    • Gap analysis reports identifying areas of non-compliance with Institutional requirements.
    • Assessing significance and associated risks that any gaps pose to lenders and borrowers.
    • Environment and social monitoring.
