HSE Management System and Compliance

Effective Occupational Health and Safety Management Systems (OHSMS) are essential for companies focused on safeguarding employee well-being and reducing costs linked to workplace injuries and illnesses. Building a sustainable management system starts with thoughtful planning and a holistic understanding of the organization as a whole.

At Eco & Partner, our EHS professionals work closely with clients to create tailored solutions that consider each organization’s distinct operations and culture. We recognize that every company is unique, which is why we customize each OHSMS to align with specific requirements, locations, risk profiles, and cultural dynamics.

Whether you aspire to establish an OHSMS that meets ISO 45001 certification standards or wish to adopt industry-recognized management principles for a streamlined approach, our team is here to support you. We utilize established methodologies to help our clients outline the essential procedures and processes necessary for achieving impactful results.

Our main objective is to ensure that you have a practical system that can be efficiently maintained and improved with the resources at your disposal. A successful OHSMS should not simply be a stack of documents gathering dust; it must be woven into the fabric of your organization. We consider your structure and available resources to facilitate effective implementation, ongoing monitoring, and continuous enhancement.

Beyond developing OHSMS frameworks, we also assist clients in creating legal registries, site-specific written programs for addressing various hazards and regulatory needs, task-specific Standard Operating Procedures (SOPs), OSHA-compliant programs, job hazard analyses, policy statements, lockout/tagout procedures, confined space protocols, hazard communication plans, and much more.

Our dedicated team is committed to helping you meet your OHSMS goals, fostering a safer workplace for your employees and improving overall operational efficiency.

      Emergency Response Planning

      Service

      Emergency Response Planning

The best time to prepare for an emergency is well before it occurs. If a fire or chemical spill occurs, you won’t have time to create an evacuation plan on the spot; you’ll be too busy focusing on immediate hazards. Taking a proactive approach to emergency planning helps you ensure the best possible outcomes for your people and business, and it allows you to think holistically about the situation, accounting for a multitude of variables.

This approach boils down to a holistic emergency response plan for all the threats your business might face. While we can’t necessarily predict when critical events will happen, emergencies are a reality for every business, so you need to be ready.

At the very least, every facility should develop and implement an emergency plan for protecting employees, visitors, contractors and anyone else in the facility. This part of the emergency plan is called “protective actions for life safety” and includes building evacuation (“fire drills”), “shelter-in-place” from an exterior airborne hazard such as a chemical release and lockdown. Lockdown is protective action when faced with an act of violence.

          Water Resources Management

          Service

          Water Resources Management

Surface waters sustain ecological systems and provide habitat for many plant and animal species. They also support a myriad of human uses, including drinking water, irrigation, industrial usage, livestock, industrial uses, hydropower, and
          recreation.

Quality of life depends on diverse and complex ecological systems. As a growing body of evidence and global initiatives highlight the seriousness of biodiversity decline, and as measures are put in place to reverse this trend, it is becoming increasingly important for companies to understand and minimize their impact on ecosystems.
An informed, sustainable approach to biodiversity and ecology management can provide opportunities for business stability and growth. Failing to proactively manage biodiversity-related risks appropriately can result in failure to secure required approvals, considerable cost increases, schedule delays, and friction with local communities and other stakeholders.
Our team of professionals has experience in completing aquatic, terrestrial and wildlife surveys for a wide range of species and habitats for various projects. We work with Governments and private sectors to integrate biodiversity considerations into decision making and to develop and enhance related opportunities for business.

Our work ranges from high level corporate policy support to targeted project or issue specific work. We work with our clients to understand the biodiversity implications of their projects, develop solutions to minimize adverse impacts from key decisions to ensure compliance with relevant standards especially the International Finance Corporation Performance standards and World Bank guidelines to provide strategic advice regarding project development.

We offer technical assistance through the following services:

          Service

          Waste Management Technical Support

Waste management covers the processes and actions required to manage waste from its inception to its final disposal. Managing waste correctly is important in reducing pollution and providing a healthy and safe environment. Many problems for Businesses and Organizations have arisen due to waste being inappropriately managed.

At Eco & Partner we offer environmental consultancy services to a range of clients including waste producers, waste transporters and waste treatment and disposal facilities, its regulators and investors.

We follow the established waste management hierarchy i.e. waste prevention, minimization, reuse, recycling, energy recovery and final disposal. We have experience in providing practical advice on all waste types, including municipal, household, commercial, industrial, hazardous in various sectors such as Oil and Gas, Agriculture and Manufacturing, etc.

Eco & Partner together with Golder Associates’ undertook a strategic Option Assessment for Hazardous Waste Management in the Lake Albert Basin Development project, to inform a cradle-to-grave solution for the management of hazardous waste in the oil and gas sector in Uganda.

The study aimed at establishing the current capacity for handling hazardous waste in Uganda, project the amount of waste volumes at the peak of the development phase, identify capacity gaps and make feasible recommendations. This study was an eye opener in waste management investment in the oil and gas sector in Uganda.

Our team of professionals also helped in the improvement of standards, defining best practices, driving legislative change and promoting safe and effective methods of waste management i.e. The National Environment (Waste Management) Regulations, 2020.

          Strategic Environmental Assessment (SEA)

          Strategic Environmental Assessment (SEA)

Strategic Environmental Assessment should be integrated into the policy, plan or programme preparation process from its early stages and the Government must have a high degree of ownership. Public participation is also essential for a successful SEA.

Compared with the Environmental Impact and Social Impact Assessment (ESIA), SEA provides recommendations at a strategic level and allows a better control over interactions or cumulative effects.
In Uganda, the National Development Plan III (2020/21 – 2024/25) provides the national development planning framework that forms the basis for the development of sector-wide strategies and plans. Sector wide strategies and plans should ideally be informed by SEA; however, until the National Environment Act, 2019, SEA in Uganda was largely voluntary and limited to the requirements of development partners.
Eco & Partner assess the government’s policy/program, identifying the stakeholders that are critical to engage, while building trust through proactive sustained and meaningful communication and engagement that both informs stakeholders and seeks to involve them in the process.
We work to assist Government bodies and Agencies to understand and mitigate risks by maximizing stakeholders’ involvement in the process and optimizing their input by developing robust strategies to involve and inform them early and often carry that effort through to completion.

We offer technical assistance for the following services:
Strategic initiatives and coalition management, include policy making engagement.
          Strategic communications counsel
          Tactical Planning and Implementation
          Stakeholder identification, outreach and involvement
          Research (non-technical risk assessment)
